No one shall supply designated cigarettes such as cigarettes, heating cigarettes and heating smoke vehicles and their necessary combination components to people under 20 years old, and colleges, universities, kindergartens, etc. shall be included as smoking prohibition places.

The amendment stipulates that the manufacturing, import, sale, supply, display or advertising of electronic cigarettes and their combination components shall be subject to a fine of not less than 10 million yuan and not more than 50 million yuan, and shall be ordered to improve, recover and destroy within a time limit. Failure to improve within the time limit can be punished by times.

In terms of the specification of heating smoke, although the word "heating smoke" is not mentioned directly, the amendment is defined as the cigarette specified in the announcement of the competent authority of the Taiwan authority. The manufacturer of the specification shall apply for health risk assessment and review before manufacturing or importing, and can only do so after it is approved. In addition, when the manufacturer submits the risk assessment data, it shall also submit the necessary combination elements of the specified cigarette.

In terms of penalty provisions, if the manufacturer manufactures, imports, sells, supplies, and advertises the heating smoke and vehicles that fail to pass the examination, it will be fined not less than NT $10 million but not more than NT $50 million, and will be ordered to improve, recover, and destroy within a time limit. If it fails to improve within the time limit, it can be punished by times.
