According to the New Straits Times, the Malaysian Ministry of Health is preparing to submit the 'Control Smoking Products to Promote Public Health Act', which includes the 'Generational Disability Group' (GEG) policy.
If enacted, this legislation will prohibit anyone born in 2007 or later from purchasing and using cigarettes or e-cigarette products in Malaysia. According to the recommendation of the parliamentary special committee, the provision prohibiting the ownership of these products has been removed from the bill.
The bill also regulates the registration, advertising, promotion and sponsorship, packaging, and sales of smoking products.
After the bill is passed, any violations, including selling cigarettes to children of the GEG group, will constitute a crime, "said Helmy Haja Mydin, a special advisor to the Minister of Health
People of the target age group who are found to purchase or use tobacco or e-cigarette products may face a fine of RM500 and community services. In order to avoid causing undue burden on the Silver Entertainment Group, the fines have been reduced compared to the previous proposal.
ccording to Mydin, the order aims to educate and demonstrate that the policy is not purely punitive.
After the bill is enacted, regular reports are required to measure the effectiveness of legislation in combating underage smoking.
