Exporting children's plush toys to the UK does require UKCA and CE testing and certification. This is because after Brexit, products entering the British market need to apply for UKCA certification and also need to undergo BS EN71 testing.

BS EN71 is a toy safety standard formulated by the European Union, including 11 parts including physical and mechanical performance testing, flame retardant testing, and dissolution of eight heavy metals. Soft toys need to be tested against these standards to ensure they meet safety requirements for the UK market. During the testing process, plush toys need to undergo a series of tests and evaluations to determine whether they comply with BS EN71 standards. If it passes all tests and assessments, it will receive the corresponding certification mark for sale in the UK market.

UKCA certification is a mandatory certification requirement for products in the British market, replacing the previous CE certification. The UKCA mark indicates that the product complies with UK regulatory requirements, including toy safety standards. The UKCA certification process includes product testing, compliance assessment, logo use and other steps.

Children's plush toys UK steps:

1. Identify applicable UK regulations and standards

First, you need to determine whether your product complies with UK market regulations and standards. This often involves an assessment of a product's safety, reliability and compliance.

2. Self-verification of product compliance

You need to self-verify that your product complies with relevant UK regulations and standards. This may include testing of the product’s physical and mechanical properties, flammability properties, chemical properties, etc.

3. Determine whether conformity assessment by a UK notified body is required

In some cases you may need a UK Notified Body to carry out conformity assessment. This is usually done to demonstrate that the product meets specific safety and health standards.

4. Test product compliance

You'll need to put your product through a series of tests to make sure it meets all necessary standards. This may include testing aspects such as size, weight, durability and safety of the product.

5. Save required technical documentation

You are required to retain all technical documentation regarding the design and manufacture of your product so that it can be provided to regulatory authorities or customers if necessary.

6. The product is affixed with the UKCA logo and a UKCA DoC is issued

Once the product has passed all necessary testing and evaluation, you need to affix the UKCA mark on the product and issue a Declaration of Conformity (DoC). This statement confirms that the product complies with all applicable UK regulations and standards.
