Canada SOR/2011-17 is Canada’s toy safety standard, applicable to toys used by children under 14 years old. For children's jewelry, the regulations have specific requirements, including but not limited to:

1. Packaging requirements: If the opening circumference of the toy packaging film bag is less than 35.3 cm (14 in.), the thickness should be greater than 0.019 mm, and warning signs in Chinese and English must be included.

2. Mechanical and physical properties: For toys used by children under 3 years old, no small parts shall fall off, unless the parts are entirely composed of soft textile fiber materials. In addition, it also includes rounding of edges and corners, surface treatment of glass and wooden toys, safe installation of fasteners, etc.

3. Chemical properties: There are limits on the content of heavy metals, phthalates and other harmful substances in toy materials.

4. Flammability: Make sure the toy materials are not flammable.

5. Electrical safety: If the toy contains electrical components, its safety needs to be tested.

6. Specific toy requirements: additional requirements for doll toys, push-pull toys, toy steam engines, rattles, etc.

7. Labels and instructions: They need to contain manufacturer information, applicable age range, warning signs, etc., and be bilingual in English and French.

The SOR/2011-17 testing process for children’s jewelry usually includes the following steps:

1. Choose a testing agency: Choose a testing laboratory with ISO 17025 qualification.

2. Provide product information: Provide detailed information about children's accessories to the laboratory, including design, materials, intended use, etc.

3. Fill out the application form: clearly indicate the regulations and standards that need to be complied with, namely SOR/2011-17.

4. Sample preparation: Prepare samples and send to laboratory for testing.

5. Conduct tests: The laboratory will conduct a series of tests on the samples, including physical properties, chemical properties, flammability properties, etc.

6. Obtain the test report: After the test is completed, the laboratory will issue a detailed test report, which will explain whether the product meets all the requirements of SOR/2011-17.

7. Confirmation of draft report: Before the formal report is issued, there will be a draft report for customers to confirm that the information is correct.

8. Formal report: After confirming that the draft report is correct, the laboratory will issue a formal test report and/or certificate.

In addition, other relevant regulations must be complied with, such as SOR/2016-188 (Phthalates Regulation), SOR/2016-193 (Surface Coating Material Regulation), SOR/2018-83 (Lead-Containing Consumer Products Regulation), etc. . Ensuring the safety of children's jewelry is the responsibility of the company and is also a requirement of regulations. Only after passing compliance tests can jewelry products be sold in the Canadian market.
