I. Preliminary Preparation and Consultation
1. Choosing a Compliant Organization: Select a third-party organization with LFGB testing qualifications, such as DZW Testing, which has CNAS or German accreditation.
2. Submitting Product Information: Provide the organization with detailed information about the food packaging bag:
Material Composition: Such as plastic type (PE/PP/PVC/PC, etc.), whether it contains coatings/printing inks, type of adhesive; if it is a paper-plastic composite bag, specify the materials of each layer;
Contact Scenarios: Type of food to be in contact with (acidic/oily/dry food), contact temperature, contact duration;
Supporting Documents: Product design drawings, manufacturing process specifications, Material Safety Data Sheet (MSDS).
II. Quotation and Contract Signing
1. The agency will provide a one-time quotation based on Articles 30-31 of the LFGB regulations, taking into account the packaging bag material and contact scenarios, to assess the specific testing items. There are no subsequent additional fees.
2. After confirming the fees and timeline (typically 5-7 working days, extended to 10 working days for complex products), a formal testing contract will be signed, and payment will be completed.
III. Sample Submission
Samples completely identical to the commercially available version are required:
3-5 sets of finished packaging bags;
Separated material samples, such as individual plastic film, coating, ink, and adhesive samples, for targeted component testing;
A test application form must be completed simultaneously. Some agencies support online submission.
IV. Laboratory-Specific Tests
The testing items vary depending on the packaging bag material:
1. Ordinary plastic packaging bags (PE/PP/PC, etc.): Migration test, sensory test (odor and taste assessment);
2. PVC plastic packaging bags: Migration test, chlorine monomer test, peroxide value test, sensory test;
3. Paper/paper-plastic composite packaging bags: Phenol (PCP) test, heavy metal (lead/cadmium/mercury/hexavalent chromium) release test; colored packaging bags require additional azo dye testing; if containing antibacterial components, an antibacterial component migration test is required.
V. Report Acquisition and Market Compliance
1. If the test fails, the organization will provide targeted rectification suggestions, such as replacing the ink with a low-toxicity one or using food-grade adhesive. After rectification, the sample can be resubmitted for retesting.
2. After all tests are passed, the organization will issue an LFGB test report stamped with its qualification seal. The report is valid indefinitely, and does not need to be resubmitted as long as the material of the packaging bag, the production process, and relevant regulations and standards remain unchanged.
3. When products enter the German and EU markets, a knife and fork symbol (the symbol height must be ≥5mm) can be affixed to the packaging bag. This symbol can enhance consumer trust and strengthen the product's market competitiveness.
