What is CPSIA toy testing? CPSIA scope of application
CPSIA became a federal law of the United States on August 14, 2008, and redefined the limits of toxic and harmful substances in toy products more strictly. Before entering the U.S. market, all relevant products must pass the inspection of a third-party inspection agency approved by the CPSC, or they will face huge fines and lead to export interruption.

Children's products - consumer products designed for or used by children under the age of 12.
CPSIA regulations
16CFR 1501 ASTM F963 standard regulates toys and articles for small parts, and 1500.48 - 1500.53 regulates toys and articles for children;
Indicate the products that cannot be used by children under the age of 12, and the products that have the function of preventing children from contacting, not children's products;
Products under other regulations are not children's products.
Four elements of CPSIA
Whether a product is considered as a children's product depends on all four factors, which support this judgment, including:
(i) The manufacturer's statement about the use of the product (if the statement is reasonable), including the label on the product.
(ii) Packaging, display, promotion or advertising of products
(iii) General consumer views (functions and features: size, exaggerated features, safety, color, theme, attraction, non-utility, play value; main purpose; price; caregiver)
(iv) The Age Determination Guide and other documents later used to replace it.
