EU TPD (Tobacco Product Directive)

The Tobacco Product Directive (TPD) is a regulation used to regulate and supervise the manufacturing, sales, display (product design, packaging, etc.) of products, as well as all tobacco and tobacco related products (such as electronic cigarette products). Currently, in most EU member states, e-cigarettes are regulated and managed according to entertainment consumer products. Starting from 2016, e-cigarettes and related products will be subject to Article 20 of the TPD.

1. The main content that electronic product announcements should include:

(1) Manufacturer's name and contact information;

(2) List of ingredients and content of released substances;

(3) Toxicological data;

(4) Nicotine dose intake information;

(5) Product composition and production process description;

(6) Declaration of responsibility for product quality and safety.

2. Requirements for tobacco oil and liquid containers:

Nicotine containing tobacco oil is only marketed in professional filling containers, and the volume of the filling container does not exceed 10mL. In disposable electronic cigarettes or single use cigarette bombs, the volume of the cigarette bomb or liquid container should not exceed 2mL.

3. Requirements for nicotine:

(1) The nicotine content in tobacco oil containing nicotine shall not exceed 20mg/mL;

(2) Under normal usage conditions, the nicotine release from e-cigarettes should be maintained at a stable level.

4. Testing requirements for electronic cigarette TPD

Test the content of the following chemical substances in the smoke emitted by electronic cigarette emitters, including the first 3 items for products without tobacco oil, and all 7 items for products with tobacco oil.
