CPSC Passes New Rules According to Federal SURDY Law
Washington, D.C. - The Consumer Product Safety Commission of the United States is taking further action today to protect consumers from death and injury related to overturning of dressing tables, wardrobes, wardrobes, and other clothing storage units. In accordance with the recently passed legislation, the committee voted to adopt ASTM F2057-23 as a voluntary standard for mandatory safety standards in CPSC, aimed at protecting young children from injuries and deaths caused by furniture overturning accidents.
STURDY represents Stop Tip over of Unstable, Risk Dressers on Youth, signed into law in December 2022. The Consumer Product Safety Commission of the United States has reviewed and evaluated the effectiveness of the voluntary standard ASTM F2057-23 in accordance with legal requirements, and determined that the standard meets the requirements of STURDY The Consumer Product Safety Commission of the United States previously approved a mandatory safety standard to address the risk of clothing storage cabinets tipping over. The standard will take effect on May 24, 2023, but will now be replaced by a new mandatory standard.
According to STURDY's requirements, voluntary standards must meet the following performance requirements in order to become mandatory standards for protecting children under 72 months of age:
Stability testing when placing the device on the carpet,
Test the stability of loading drawers and opening multiple drawers, and
A test that simulates the interaction between children weighing no more than 60 pounds and the device.
CPSC Chairman Alex Hoehn Saric stated in a statement in response to today's vote that:;
As instructed by Congress, we quickly took action to analyze ASTM standards, make decisions, and issue final rules requiring manufacturers to start manufacturing safer clothing storage units 120 days after publication in the Federal Register. With the implementation of new mandatory standards, I hope that businesses can shift their efforts to quickly comply with these new safety requirements. CPSC will actively monitor the market and implement this important safety standard. The steps we have taken today would not have been possible without years of work by advocates and committee staff. The new CPSC rules supported by STURDY will significantly reduce deaths and injuries related to rollovers and provide peace of mind for families across the country
The United States Consumer Product Safety Commission staff learned that from January 2000 to April 2022, 234 people, including 199 children, died due to the overturning of clothing storage rooms. CPSC estimates that from 2006 to 2021, emergency rooms in hospitals in the United States treated 84100 injuries related to overturning (an estimated average of 5300 injuries per year).
CPSC recommends that consumers firmly fix furniture (including dressing tables) to the wall.
