UFI (Unique Formula Identifier) is a new requirement under the EU CLP Regulation to ensure the safety and compliance of mixtures placed on the EU market. The following is the UFI registration process:
1. Determine the sample type: First, you need to determine the type of mixture sample that needs to be registered.
2. Prepare information: fill in the application form and provide the product’s safety data sheet (SDS report).
3. Generate UFI: Enterprises can generate UFI by entering the VAT number of the EU enterprise and any number (a number between 0-268435455), or generate it randomly if there is no VAT number. The generation of UFI can be done through ECHA's online generator. The generated UFI needs to complete the Poison Center Notification (PCN) on ECHA's unified submission channel. Only after the notification is successful, the UFI will be linked to the product.
4. Submission of notification dossier: Collect required product-related information according to CLP Annex VIII, including submitter information, mixture ingredients, classification, label elements, toxicological information, etc., then prepare a notification dossier and submit it through the national submission system of EU member states or ECHA Submit via the PCN portal.
5. UFI display on the label: After obtaining a valid UFI, it needs to be printed or pasted on the product label or inner packaging, ensuring it is clearly visible and indelible, and using Latin letters to represent "UFI:" followed by a colon.
6. Information update: If product information changes, companies are obliged to update notifications in a timely manner.
It should be noted that the generation of UFI is not officially assigned, but is generated online by the company through software and assigned to products. There are two ways to generate UFI: one is to enter the VAT number of the EU enterprise and generate it with any number; the other is to generate it randomly if there is no VAT number. The generated UFI needs to pass a Poison Center Notification (PCN) to be effective and needs to be displayed on the product label.
In addition, the creation and use of UFI needs to follow certain rules, including uniqueness, flexibility and variability.
