Plastic dolls exported to Canada must pass the SOR/2011-17 "Toys Regulations" test, and the specific requirements are as follows:

I. Core testing process

1. Certification agency selection

You need to choose a laboratory that is officially recognized by Canada and has ISO17025 qualifications (such as Dezewei Testing, etc.).

2. Sample preparation

- Provide complete samples (including packaging and accessories), and separate parts of different materials (such as plastic body, coating, detachable decorative parts, etc.);

- Submit technical information: design drawings, material list (plastic, coating and other components must be marked).

3. Testing items

- Physical and mechanical properties

- Structural stability: simulate normal use and foreseeable abuse, and test whether the parts are loose or fall off (such as the head and limb joints);

- Small parts test: If it is suitable for children under 3 years old, the detachable parts must pass the small parts measuring cylinder test (not fully installed);

- Edge treatment: The exposed plastic edges must be smooth to avoid cuts (need to pass the sharp edge test).

- Chemical safety performance

- Surface coating: lead ≤90mg/kg, mercury ≤10mg/kg (according to SOR/2016-193);

- Phthalates: DEHP, DBP, BBP ≤1000mg/kg (if containing vinyl materials).

- Flammability test: Plastic materials must pass flame retardancy tests (such as burning rate, smoke release).

- Labeling and packaging

- Bilingual warnings (English/French), including age classification and suffocation risk warnings;

- When the opening circumference of the soft film plastic bag is ≥35.3cm, the thickness must be ≥0.019mm.

4. Report issuance

- The normal cycle is 5-7 working days. After passing, the laboratory will provide a Chinese and English report, which must include the test method, limit comparison and compliance statement.

2. Special requirements for plastic dolls

1. Safety of accessible parts

- If the parts of the plastic doll (such as eyes and nose) can be put into the mouth by children, they must pass the tensile test (such as the protective head can withstand a tensile force of 44.5N without falling off).

2. Material compliance

- The plastic material must meet the total lead content ≤90mg/kg (when in contact with the mouth during normal use).

3. Magnet safety (if it contains magnetic parts)

- The magnetic flux index must be ≤50kG²·mm², and the packaging must be marked with a swallowing risk warning.

1. Regulatory updates

Canada continues to update requirements (such as the addition of DINP phthalate restrictions in 2023), and supporting regulations such as SOR/2016-188 need to be regularly checked.

2. Sample splitting

Coatings, plastic bodies, etc. must be inspected separately, and metal accessories that do not contact the mouth can be exempted from chemical testing.
