Obtaining a French DGCCRF test report for silicone tableware requires compliance with both French local regulations and EU framework requirements. The complete guide is as follows:

I. Core Compliance Basis

Simultaneous compliance with:

1. EU Basic Regulation: (EC) No. 1935/2004

2. French Local Regulations: DGCCRF 2004-64, Décretno 92-631

3. New requirements added in 2025: Organotin compounds ≤0.1mg/kg (coated tableware), PFAS ≤50ppm (with non-stick coating), secondary vulcanization process verification (180℃ ≥4 hours)

II. Preliminary Preparations

1. Required Technical Documents

Product Information: Model and specifications, material composition table (must specify the proportion of pure fumed silica and hardness), production process flow chart (emphasis on vulcanization temperature/time)

Raw Material Certification: Silica raw material COA (Certificate of Analysis), must include a commitment that peroxide value ≤5 meq/kg and TVOC ≤0.5%

Usage Scenarios: Clearly specify the type of food it will contact (e.g., water-based, acidic, oily), and the operating temperature range (e.g., for baking, specify high temperature resistance of 175℃)

Special Supplement: Colored tableware requires an MSDS (Material Safety Data Sheet) of the same batch of masterbatch.

2. Sample Requirements

Quantity: 5 complete, unused, clean finished products. If with metal handles/insertions, a separate sample of the silicone contact part is required.

Consistency: Samples must be completely consistent with mass-produced products. It is recommended to include the production batch number.

Condition: Surface free of stains and scratches to avoid affecting test results.

III. Processing Procedure

1. Choose a compliant testing organization.

You must choose a laboratory accredited by the French DGCCRF and possessing CNAS accreditation (such as DGCCRF Testing, CNAS registration number L8083). Reports issued by non-accredited organizations will not pass French customs review.

2. Application Submission and Sample Sending

Submit application materials to the laboratory, including key information such as the type of food the product will contact and the operating temperature.

Send samples as required. For composite material products (such as silicone spoons with metal handles), samples of all materials that will come into contact with food are required.

3. Core Laboratory Testing Items

The laboratory will conduct the following tests according to the standards:

TVOC exceeding the standard: Extend the secondary vulcanization time to 6 hours, and let it stand for 48 hours after vulcanization before resubmitting for testing.

Abnormal sensory test: Optimize the amount of release agent; it is recommended to use food-grade platinum vulcanization process.

After passing the test, a DGCCRF Declaration of Conformity (test report) will be obtained. The report must include core information such as laboratory qualifications, testing standards, and comparison of raw data.

IV. Cycle and Fee Reference

Testing cycle: Simple silicone tableware (such as silicone spoons) 5-7 working days; for complex products (such as coated silicone baking pans) or when there are many projects, the cycle will be extended to 10-15 working days.

Testing fee: Depends on the complexity of the product. Series testing can be applied for for tableware of the same material but different sizes, saving 30% of the cost; the cost for a single ordinary silicone tableware is approximately 1500-3000 RMB.

V. Post-Compliance Market Actions

1. Labeling Specifications: Must be labeled in French:

Matériau silicone conforms to DGCCRF 2004-64

Usage temperature range (e.g., application temperature -40℃ to 200℃)

2. Documentation: Retain test reports, raw material COAs, and vulcanization process records for at least 5 years to prepare for French customs inspections.

3. Inspection Notes: French customs focuses on verifying the consistency of materials between mass-produced products and submitted samples. Ensure that the mass production process is completely consistent with the one submitted for inspection.

VI. Key Precautions

Use pure fumed silica gel as the preferred raw material; avoid using industrial-grade silica gel (which easily leads to excessive TVOC and heavy metals).

The report is valid for 3 years. If the product formula, production process, or type of food it comes into contact with changes, retesting is required.

The submitted sample must be representative of the mass-produced product; otherwise, the test results are invalid and the product will not pass market inspections.
