1. Is there a federal requirement for high chairs?

Federal law requires high chairs to comply with the safety standards of 16 CFR Part 1231 (effective June 19, 2019) and other requirements, including the requirements of the Consumer Product Safety Improvement Act (CPSIA) of 2008.

Manufacturers and importers of high chairs must conduct compliance testing on the children's product certificate in a third-party laboratory recognized by CPSC to ensure that the high chair meets the standards and additional requirements.

2. What is a high chair?

A high chair is a freestanding chair designed for children under 3 years old, with a seating surface that is more than 15 inches above the floor. It can usually be raised for feeding or feeding purposes.

3. What is the purpose of the high chair standard?

This standard aims to minimize the harm caused to children by normal use and reasonably foreseeable misuse or abuse of high chairs. Specifically, this standard attempts to minimize child injuries related to tray detachment, falls caused by children standing on high chair seats, getting stuck between trays and seats, and overturning.

The main performance requirements of the ASTM F404-21 high chair standard are:

6. What are the additional requirements for high chairs under the Consumer Product Safety Improvement Act?

The high chair needs to meet the requirements of surface coating, lead content, small parts, testing and certification, registration cards, and tracking labels.

Surface coating: High chairs shall not be sprayed with paint containing lead content exceeding 0.009% (90 ppm).

Lead content: The total lead content of any accessible component of a high chair shall not exceed 100 ppm (0.01%).

Phthalate content limit: The plasticized parts of high chairs must not contain more than 0.1% of the following eight designated phthalates: di (2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP) or butyl benzyl phthalate (BBP), diisopropyl phthalate (DINP), diisobutyl phthalate (DIBP), and di n-amyl phthalate (DPENP) Dihexyl phthalate (DHEXP) and dicyclohexyl phthalate (DCHP).

Testing and Certification: Like all products primarily designed or intended for use by children aged 12 or below, high chairs must be tested by a third-party laboratory recognized by CPSC to comply with applicable child product safety regulations (including high chair standards) According to this test, domestic high chair manufacturers (or importers) must issue a children's product certificate indicating that the product complies with these regulations.

Registration Form: Each high chair manufacturer must (1) provide a postage paid consumer registration form for each product, and (2) keep records of the consumers who registered their products with the manufacturer. In addition, manufacturers must add permanent markings on their products, stating (3) the manufacturer's name and contact information, (4) the model name and number, and (5) the manufacturing date of each such product.

Tracking label: The high chair must be labeled with tracking labels or other permanent distinguishing marks on the product and its packaging. The tracking label should become a permanent distinguishing mark on the product and its packaging to the extent feasible, and must contain certain basic information, including (1) manufacturer name or self label, (2) manufacturing location and date, and (3) queue information, such as batch or run number.

If the information required to be marked on the product (according to tracking label requirements and registration rules) is duplicate, you can combine the markings on the product to meet these two requirements.
