EU EN71 and Toy Safety Standard Guide

When selling toys in the EU, you must comply with the EN71 standard. However, many Chinese exporters do not understand EN71 compliance, which is more complicated than having the CE mark printed on the product and packaging.

1. What is EN71 toy safety testing?

EN71 is a set of standards that regulate the safety of toys. EN71 covers chemicals, heavy metals, flammability and mechanical properties in products:

EN71-1: Mechanical and physical properties

EN71-2: Flammability

EN71-3: Toxic Metal Dissolution Test

EN71-4: Chemical experiment toys

EN71-5: Chemical toys for non-experimental use

EN71-6: Age warning label diagram

EN71-7: Colorants, preservatives, additives, etc. applications

EN71-8: Swinging, sliding and similar toys for indoor and outdoor household entertainment

EN71-9: General requirements for organic compounds in toys

EN71-10: Sample preparation and extraction of organic compounds

EN71-11: Analytical methods for organic compounds

EN71-12: N-nitrosamines and N-nitrosated substances

EN71-13: Board games, makeup kits, etc.

2. What products does EN71 cover?

EN71 applies to all toys sold in the EU. Here are some examples:

plastic toys

electronic toys

wooden toys

educational toys

Toy definition - Any product used for games and for children under 14 years of age should be classified as a toy and must comply with the EN71 standard. Please note that additional regulations may apply to certain children's products, such as children's pajamas.

3. When importing toys into the EU, do they have to comply with the EN71 standard?

When selling toys in the EU, they must comply with EN71. As a manufacturer or exporter, it is your responsibility to verify that your products comply with EN71. And third-party lab testing is the only safe way to verify the condition.

4. What will happen if my product is non-compliant?

EU authorities will not negotiate with importers or manufacturers for non-compliant toys. EN71 compliance is always mandatory. Selling unsafe products will result in mandatory recalls – or lawsuits, should anyone be harmed by your products.

The same is true if your product is not properly labeled and documented.

Also note that the EU will not compensate importers or manufacturers of non-compliant products.


5. Why do you need a test report?

You must provide records proving that your toy products comply with EN71. This is why you need an EN71 test report, as it is essentially documentation that proves your product complies with the standard.

6. How do I know whether the supplier has passed EN71 certification?

EN71 test reports are only valid for specific product and material specifications. The EN71 test report does not apply to the entire factory as it does not prove that all its products comply with EN71 by default. By the same token, there is no such thing as an "EN71 factory certificate".

7. What are the responsibilities of the EN71 manufacturer?

Make sure your company name and address are printed on the product or its packaging

Ensure compliance with EN71 standards is not affected by product storage or transportation

Ensure every batch of samples is lab tested

Record product-related complaints

Notify EU authorities of any breach

Keep copies of any relevant documents (such as test reports) for at least 10 years

Make sure the product carries the CE mark (if the product is not suitable for printing, it can also be printed on the product packaging)

Make sure the product comes with a user instruction manual

Maintain technical documentation, test report records and Declaration of Conformity (DoC)

8. How do I know which EN71 part applies to my product?

When booking EN71 lab testing, you don't actually need to judge which EN71 standard applies to your product. A testing company can perform this assessment for you. All they need is the following information:

Product name

Product pictures

age group

Materials

9. EN71 laboratory testing costs

EN71 testing costs are calculated based on the quantity of material, applicable EN71 parts, colors and components.
