The mandatory national standards for e-cigarettes (hereinafter referred to as "national standards") will take full effect on October 1, and the supervision of e-cigarettes will be fully implemented. That is, from October 1st, all fruit-flavored electronic cigarettes will be removed from the shelves, and the national unified electronic cigarette transaction management platform will only provide national standard tobacco-flavored electronic cigarettes and smoking sets with child locks.
Note: The full entry into force of this national standard means that fruit-flavored electronic cigarettes, open electronic cigarettes and nicotine-free electronic cigarettes will all be removed from the domestic market.
After October 1, all participants in the e-cigarette market must be licensed to operate. At the same time, all market transaction entities must conduct transactions on the national unified e-cigarette transaction management platform, and unlicensed small factories and small brands will be completely eliminated from the compliant e-cigarette market.
The new national standard for e-cigarettes focuses on strengthening the protection of minors, and makes detailed regulations on the taste, safety of use and protection of minors of e-cigarettes. Only national standard smoking sets with child locks are allowed to circulate on the market.
The national standard for electronic cigarette testing GB41700-2022
The scope of e-cigarettes has been re-regulated, strictly stipulating that e-cigarettes are "electronic delivery systems used to generate aerosols for human smoking, etc.", and e-cigarettes without nicotine are included in the definition of e-cigarettes.
In order to avoid inducing minors to smoke e-cigarettes, the e-cigarette testing standard stipulates that the characteristic flavor of products should not present flavors other than tobacco (such as flavored e-cigarettes such as fruit, food, and beverages, and nicotine-free e-cigarettes). And it is clearly required that "aerosols should contain nicotine", that is, e-cigarette products that do not contain nicotine shall not be sold in the market.
This e-cigarette testing standard clearly lists 101 additives that are allowed to be used, and is included in the "white list" of additives.
