The three new hazard categories for classification, labeling, and packaging (CLP) substances and mixtures will take effect on April 20, 2023. ECHA has released information on application dates and related guidelines.
On April 20, 2023, Helsinki - The European Commission updated its classification, labeling, and packaging regulations, which include the following hazard categories:
Endocrine disruptors (ED) to human health or the environment;
Persistence, bioaccumulation, and toxicity (PBT); Very persistent and highly bioaccumulative (vPvB);
Persistence, fluidity, and toxicity (PMT); Very durable and highly mobile (vPvM).
Companies and member state authorities can use current guidelines to identify endocrine disruptors and evaluate PBT (persistence, bioaccumulation, toxicity) until the guidelines for applying CLP standards are updated. It is expected to be ready by 2024.
The new hazard category will be included in the IT tool IUCLID in the spring of 2024. From then on, the company will be able to include information and development (PPORD) related to new hazard categories in its classification and labeling notifications, REACH registration, and product and process oriented research archives, as well as the materials they submit in accordance with biocide product regulations and toxicity center notifications.
After the transition period, the company must indicate whether the substance belongs to any new hazardous category.
