Article 45 of the EU CLP Regulation (Regulation (EC) No 1272/2008) states that Member States shall designate one or more bodies responsible for receiving relevant information from importers and downstream users placing mixtures on the market, in particular for the purpose of formulating preventive measures and treatment measures. This information should include the chemical constituents of mixtures that are marketed "classified as hazardous based on their health or physical effects".
According to COMMISSION DELEGATED REGULATION (EU) 2020/1677 of 31 August 2020 (as Annex VIII of the EU CLP Regulation), from 1 January 2021 importers and downstream users placing mixtures for consumer use on the EU market shall comply with The regulations, namely the submission to the UFI.
What is UFI registration?
The full name of UFI is UNIQUE FORMULA IDENTIFIER, which is the unique recipe identifier for the mixture. It is a unique alphanumeric code that unambiguously links submitted recipe information to a specific blend of a blend or group of blends.
Which blends are submitted to UFI?
A "mixture for consumer use" placed on the EU market requires a UFI.
A mixture for consumer use means a mixture intended for consumer use alone or mixed with "a mixture intended for consumer use and in compliance with the requirements of Article 45 of the EU CLP Regulation (Regulation (EC) No 1272/2008)" mixture together.
Submission to UFI?
1. Unless otherwise specified by the Member State concerned, submissions should be in the official language of the Member State in which the mixture is sold.
2. The intended use of the mixture shall be described in accordance with the Harmonized Product Classification System provided by the Agency.
3. When the conditions set out in Section 4.1 of COMMISSION DELEGATED REGULATION (EU) 2020/1677 of 31 August 2020 Part B are met, an update should be submitted immediately.
4. Instead of including the UFI in the supplemental information on the label, the submitter may choose to print or paste the UFI on the inner packaging.
