For WEEE scrapped electronic and electrical equipment, "waste" is defined in detail in Directive 75/442/EEC and modified in Directive 91/156/EEC. Scrapping actually refers to all categories of products in Annex I of WEEE Directive. Even if the product has not reached the end of its service life, it will be regarded as waste as long as it is discarded by consumers.
WEEE Directive applies to the following electronic and electrical products: large household appliances, small household appliances, information technology and telecommunication equipment, user equipment, lighting equipment, electrical and electronic tools (except large static industrial tools), toys, leisure and sports equipment, medical equipment (except all implanted and infected products), monitoring and control equipment, and vending machines. Table 2 (see the next page) lists the product catalogs under the above categories of electronic and electrical equipment. This Directive will be applied on the premise that it does not violate the EU laws on safety and health requirements and the EU special regulations on waste management. The equipment, weapons, munitions and war materials related to the protection of the important security interests of EU member states are not applicable to this Directive.
"Electronic and electrical equipment" (WEEE) refers to the equipment that belongs to the category listed in Table 2 and whose designed operating voltage is not more than 1000V AC and 1500V DC, and whose normal operation needs to rely on current or electromagnetic field, as well as the equipment that realizes the generation, transmission and measurement of these currents and magnetic fields. "Electronic and electrical waste" (WEEE) refers to the electronic or electrical equipment that is determined to be waste according to the definition of Article 1 (a) of Directive 75/442/EEC, including all components, components and consumable parts that are discarded as part of the product.
