What is CPSIA toy testing certification? CPSIA certification is the certification of children's consumer products in the United States. CPSIA certification requirements are aimed at further strengthening the safety of children's products on the market, increasing consumer confidence in products, limiting the use of lead and phthalates in children's products, and implementing mandatory toy standards (ASTM F963).

CPSIA is the Security Improvement Act signed into force by President Bush of the United States on August 14, 2008. This act is the strictest consumer protection act since the establishment of the Consumer Product Safety Commission (CPSC) in 1972. In addition to stricter requirements for lead content in children's products, the new bill also sets new regulations on the content of phthalates, a harmful substance in toys and child care products. In addition, the bill also requires the establishment of a public database on consumer product safety.

CPSIA Test Items

Testing of lead content in toys/children's products and paints/paints;

Test item requirements

Total Lead Requirements

Excluding non accessible ingredients in children's products

Not exceeding 600 ppm (0.06%), 180 days after the date of enactment of the regulation (February 10, 2009).

Not more than 300 ppm (0.03%), one year after the date of enactment of the regulation (August 14, 2009).

Not more than 100 ppm (0.01%), three years after the date of enactment of the regulation (August 14, 2011).

Paint containing lead on children's products and toys

Not more than 90 ppm (0.009%), one year after the date of enactment of the regulation (August 14, 2009).

Phthalate requirements

180 days after the entry into force of the regulations (February 10, 2009), it is illegal for anyone to provide the following products

It is illegal to produce and sell any child toy or child care product that contains DEHP, DBP, or BBP with a concentration higher than 0.1%;

"During a transitional period, it is prohibited to produce or sell children's toys that contain concentrations higher than 0.1% of diisoonyl phthalate DINP, diisoodecyl phthalate DIDP, or dioctyl phthalate DnOP that can be put into the mouth.".

On October 18, 2017, it was officially determined to adjust the phthalate requirements, and the new rules will take effect 180 days after being published in the Federal Register.

Toys and children's care products imported into the United States must meet the limits of 8 phthalates (BBP, DBP, DEHP, DIBP, DINP, DPENP, DHEXP, and DCHP), and the limit value requirement for each item must not exceed 0.1%.

Certification process

Determine product testing items;

Fill in the testing application form, provide product information, and determine the testing standards;

Sample sending and receiving: The applicant shall arrange for sending samples;

Product testing;

Pass the test and issue a report.

Warm reminder: CPSIA certification must be tested by the CPSC accredited testing agency of the United States Consumer Product Safety Commission.
