REACH registration fee

The cost of REACH delayed pre registration is moderate, and the market price of each substance may require registration fees of tens of thousands to hundreds of thousands of yuan per year. Discounts can be offered for multiple substances, and if you designate a sole representative, an annual maintenance fee will need to be paid annually.


REACH registration is much more expensive. If your tonnage is very high and your company is the only one registering the substance, the total cost of registering a substance may reach several hundred thousand yuan. REACH encourages data sharing through joint submission. In this case, the main registrant and consortium will complete most of the work, such as GLP testing, technical documentation preparation, and chemical safety reports, Member registrants only need to pay the main registrant a fee (i.e. purchase access notice) to refer to the joint registration data and files developed by the main registrant or consortium, and prepare their personal registration file section.

What is Reach Registration

EU manufacturers and importers must submit their dossiers to the European Chemicals Agency (ECHA). The scope and deadline of such archives depend on the quantity and hazards of the substance.

Each manufacturer and importer in the EU must register over 1 ton of each substance annually. Swiss companies that do not reside in the EU but transport their chemicals to the EU market can designate a representative (excluding distributors) to handle such registration, or they can choose to leave the registration with EU importers.


How much is REACH testing

The cost of REACH testing depends on the material of your product. The REACH certification fee is based on the distinction between metal and non-metal. If your product is all non-metal, the testing fee is around 1600 yuan. If your product is all metal, the testing fee is also around 1200 yuan. If it is both metal and non-metal, the fee will be slightly higher.

According to the provisions of the EU reach regulation, substances produced or imported by enterprises belong to new substances (substances listed on the EU market after 1981). Starting from June 1, 2008, enterprises must complete the formal registration of the reach regulation before continuing to legally engage in the production or import of the product. However, prior to the formal registration, inquiries must be conducted. The substances produced or imported by enterprises belong to phased substances and need to be submitted for pre registration or late pre registration between June 1, 2008 and May 31, 2017. If the enterprise misses the pre registration or post pre registration, it must conduct inquiries according to regulatory requirements before proceeding with formal registration.


Query refers to submitting basic substance identification information, component information, process description, and substance identification spectra to ECHA for official judgment of substance identity to match jointly registered substances and members. For non phased substances, available data node information can also be obtained through queries.


What products need to be made?

Substances, preparations, and intentionally released substances in products exported to the European Union exceeding 1 ton/year.

Which companies need to do it?

Export enterprises that did not undergo pre registration of phased substances before June 1, 2017;

Export enterprises of non phased substances.


Reach registration scope

Chemical substances placed on the EU market exceeding 1 ton/year;

Chemical composition exceeding 1 ton/year in the products launched on the EU market;

Chemical substances intentionally released from items placed on the EU market, with a total amount exceeding 1 ton/year.

Note: Intentionally released substances in articles: substances intentionally released from articles under normal or reasonably foreseeable conditions of use, usually to achieve some auxiliary function of the articles, such as Air freshener.
