What qualifications are required for exporting finished products made of water cups, glass cups, stainless steel cups, plastic cups, and other materials to France? DGCCRF No.2004/64 is a regulation on food contact materials issued by the French General Council for Competition, Consumption, and Fraud Suppression (Food Control) in 2004. This regulation clearly lists and specifies the use of materials in contact with food, and specifies the methods and limits for laboratory testing of the following materials.

French regulations not only have special requirements for plastic and rubber products in contact with food, but also have special classification and requirements for metal products. For example, cookware with organic coatings not only require testing of the coating surface, but also have corresponding requirements for the metal used as the substrate.

DGCCRF testing standards: When products come into contact with food, they must not:

1. Release components that pose a risk to human health;

2. Causing unacceptable changes in food ingredients;

3. Reduce the sensory characteristics brought by food (causing changes in taste, odor, color, etc.).


DGCCRF French Food Contact Material Testing Project:

General plastic products PE PP: comprehensive migration testing;

PVC plastic products: comprehensive migration testing, vinyl chloride monomer testing;

Melamine resin products: comprehensive migration test, formaldehyde release test;

Ceramic, glass, and crystal products: lead and cadmium dissolution testing;

Enamel products: lead, cadmium, Hexavalent chromium dissolution test cup edge additional lead, cadmium, Hexavalent chromium dissolution test;

Silicone rubber products: comprehensive migration test, (VOM) organic volatile matter content, peroxide value test, organic tin compound test;

Rubber products: comprehensive migration test, formaldehyde dissolution test, peroxide value test, Aromatic amine dissolution test, Nitrosamine and its compounds content, total organic volatile matter;

Paper products: (PCP) pentachlorophenol test, polychlorinated biphenyl test, heavy metal dissolution test (lead, cadmium mercury, Hexavalent chromium), antibacterial component migration test, Glyoxal release test, sensory test;

Organic coatings such as products with non stick coatings: comprehensive migration testing;

Metal, alloy, and electroplating products: heavy metal dissolution (lead, cadmium, chromium, nickel) testing, sensory testing;

Wood products: (PCP) pentachlorophenol test, sensory test for the part with paint;

Aluminum, aluminum alloy products, steel products, stainless steel products: metal composition analysis, comprehensive migration testing;

Cast iron products: Lead content, limited metal element testing for charged coatings. Heavy metal nickel chromium migration test, comprehensive migration test;

Tin products: restricted metal element testing, heavy metal antimony migration testing;

Other alloys and metals: restricted metal element testing, heavy metal nickel chromium migration testing;

Most stainless steel used as food contact materials contains 18% chromium, which is considered the most suitable concentration for corrosion resistance among food and beverage contact materials. This is also the most ideal concentration for cost and production cost reduction. In France, stainless steel in food contact products must contain at least 13% chromium, as well as nickel and manganese. The biggest limitation is to impose other dissolved elements.
