According to Russian media reports, from March 1, 2023, the consumption tax on cigarettes in Russia will be increased by 2%, the consumption tax on electronic cigarette liquid and heating tobacco will be increased by 11%, and the consumption tax on electronic cigarette rod and tobacco heating device will be canceled. The corresponding decree was signed recently by Russian President Putin.

According to the new regulations on consumption tax, from March 1 to December 31, 2023, the total consumption tax on 1000 cigarettes will be 2603 rubles, plus 16% of the estimated maximum retail price, and the total consumption tax will not be less than 3536 rubles. In 2024, 1000 cigarettes will be taxed at 2707 rubles, plus 16% of the estimated maximum retail price, and the total consumption tax will not be less than 3678 rubles. In 2025, 1000 cigarettes will be taxed 2815 rubles, plus 16% of the estimated maximum retail price, and the total consumption tax will not be less than 3825 rubles. The increase in the consumption tax on cigarettes in Russia will lead to a 4.5% increase in the sales price of cigarettes, and the minimum price of cigarettes per package will increase from 112 rubles to 117 rubles.


From March 1 to December 31, 2023, the consumption tax of 1ml electronic cigarette liquid is 20 rubles, the consumption tax of 1ml electronic cigarette liquid is 21 rubles in 2024, and the consumption tax of 1ml electronic cigarette liquid is 22 rubles in 2025. The latest consumption survey shows that 68% of Russians support the prohibition of electronic cigarettes.
