It is reported that the Construction and Legislative Council of the State Duma of Russia has passed a series of bills aimed at strengthening the supervision of the circulation and production of tobacco and nicotine containing products.
One of the bills (310899-8) stipulates that from March 1, 2024, those who produce or trade tobacco products, tobacco products, nicotine containing products, and related raw materials without corresponding licenses will face administrative responsibility.
The bill also stipulates that the directly responsible person involved will be punished, and the responsible person will be fined 150000 to 300000 rubles. As an alternative punishment, one can also deprive them of their business qualifications for 2 to 3 years and confiscate the products, commodities, equipment, raw materials, semi-finished products, or other items used to manufacture the aforementioned products.
According to the provisions of the bill, for legal entities, a fine of 300000 to 1 million rubles may be imposed, and their business activities may be suspended for 60 to 90 days simultaneously.
The Act also stipulates that for the main technical equipment used for the production of tobacco products, tobacco products, nicotine containing products and related raw materials that are not registered under the procedures prescribed by Law of Russia, an administrative fine of 3000 to 5000 rubles will be imposed on individuals, and the main technical equipment will be confiscated; For personnel in positions, a fine ranging from 20000 to 50000 rubles shall be imposed, and relevant equipment shall be confiscated at the same time; For legal entities, the fine range is 100000 to 150000 rubles, and relevant equipment will be confiscated at the same time.
In addition, the committee passed a bill (310855-8) on Monday, which stipulates that large-scale production, supply, procurement, and storage of tobacco products, nicotine containing products, and related raw materials without corresponding licenses will face criminal responsibility.
According to the bill, violations can be punishable by a fine of 500000 to 1 million rubles or up to three years in prison.
